After a Referendum which took place yesterday the people of Tibshelf overwhelmingly voted for the Plan.

20 February 2023

Chris Collison, the independent examiner, has approved the Tibshelf Neighbourhood Plan, with minor modifications, and we can now proceed to a referendum. Bolsover District Council have wasted no time and have set the date for a referendum as 4 May 2023 (the same day as local elections). This will be a straight YES or NO vote and if over 50% of votes are YES then the Plan will be adopted. Make sure you don’t miss your chance to vote on this important matter.

Over the last five years it’s taken thousands of man-hours, many meetings and consultations to get to this stage.

We’ve held three major public consultations, delivered hundreds of leaflets and produced over 300 pages of documentation for the Plan. The people of Tibshelf should be very proud to be trailblazers for Neighbourhood Planning in the district of Bolsover, as we are the first parish to do so and get to referendum stage.

February 2023

An independent examiner, Chris Collison, has been appointed to check the Plan conforms to Basic Requirements and is legal and has been drafted by proper legislative process. We look forward to his final report when we hope to proceed to referendum.

December 2022

The Regulation 16 period comes to an end on Friday 23 December at 17:00. Bolsover District Council are currently seeking to appoint an external examiner and hopefully very early 2023 the Plan will be given the green light and a referendum can be arranged.

For the Regulation 16 Submission to Bolsover District Council three new Supporting Evidence Documents have been produced, as required by Neighbourhood Planning Regulations:

TNP14 Consultation Statement, TNP15 Basic Conditions Statement and TNP16 Tibshelf Parish Census 2011 Profile.

November 2022

The Plan has been approved by the Parish Council and is now in the hands of Bolsover District Council for the next stage – the Regulation 16 period. You may have noticed some posters around the village explaining this event which lasts from 10 November to 23 December. The plan will then be assessed by an independent examiner and a referendum will then be organised by Bolsover DC.

The Regulation 14 stage is now over and the comments we’ve received have been generally very favourable and expressed a lot of support for the Plan and its Policies. You can see all the responses which are summarised in our latest publication TNP14 Consultation Statement. This also contains a history of everything we’ve done to publicise and promote the Plan and the opportunities we’ve given for people to comment.

There’s still time to view the Plan before the end of the Regulation 14 Consultation period. Each Saturday we’re holding drop-in sessions in the Meeting Room behind the Village Hall from10am to 12 noon on the 9th, 16th and 23rd of July. Or you can book a viewing on a Thursday or Friday, 1pm – 3pm or 6pm – 8pm. Please contact the Parish Clerk, Rachel Tattershaw, on 01773 875093 to arrange a booking.

On show are full copies of the Plan along with all the Supporting Evidence Documents and Appendices as well as a Quickview version and a mini exhibition. A member of the Steering Group will be present to answer any questions.

June 2022 Latest Appendix Added - Strategic Environmental Assessment Screening and Habitats Regulation Assessment Screening Report

The screening report seeks to determine whether the draft Tibshelf Neighbourhood Plan is likely to have significant environmental effects and will require a formal strategic environmental assessment (SEA). Secondly, it assesses the likelihood of the proposals within the Plan having an adverse impact upon a European site through a Habitats Regulations Assessment (HRA)

Neighbourhood planning regulations (Regulation 14) require the draft neighbourhood plan proposal to be the subject of a pre-submission consultation before it is submitted to the local authority for independent examination. The consultation should last at least 6 weeks. 

Pre-submission consultation requirements include publicising the draft plan to people who live, work or run businesses in the area. The publicity must include details of the proposed neighbourhood plan, where and when it may be viewed, and how to make comments on the plan and by what date.

We started this Regulation 14 period on the 1st June by distributing a leaflet to every household, business and school in the Parish and also directly emailing over 70 statutory consultees. There will opportunities to come and talk and ask questions at our Thursday, Friday and Saturday events over the next two months. See The Plan For Tibshelf Is Here leaflet for details. We’ve just published another Supporting Evidence document which analyses the comments we received at the November 21 exhibition. See this on the Supporting Evidence page.

Early next month there is a special Council meeting to approve the Draft Plan presented to the Parish Council. If they give their backing then we can start Regulation 14 procedures (consultation with all important bodies).

The Neighbourhood Plan is nearing completion and the next Public Exhibition has been set for November 26 & 27.

Come along and see the Plan for yourself.

We were locked down in March and haven’t been able to have any meetings –  then  we discovered Zoom. At least members of the Steering Group have been able to progress the Plan via video conferencing.

We won’t be able to hold a Referendum on the Plan till at least May 2021 (unless the situation changes).

Public Exhibition 14 and 15 June 2019

The Steering Group have been working on the Plan for twelve months and this was the first time members of the community and other interested parties had a chance to view the details of the Plan. Over the two days we had many visitors and a lot of written comments and suggestions, which will all be analysed and taken into consideration for the future development of the Plan.
